Background
Strengthening the mainstreaming of climate change in domestic plans and programs necessitates allocation of public funds for the implementation of climate change adaptation and mitigation strategies. Recognizing this, the Climate Change Commission, the Department of Budget and Management, and the Department of the Interior and Local Government led the institutionalization of Climate Change Expenditure Tagging (CCET) in national and subnational budget programming and expenditure tracking processes. The policy framework governing local CCET is DBM-CCC-DILG Joint Memorandum Circular 2015-01 which requires local governments to tag their climate change adaptation and mitigation programs in their annual investment plans.
As the CCET requires the government to keep track of climate adaptation and mitigation actions in all levels of budgeting (i.e. Agency Request, National Expenditure Program, General Appropriations Act, Annual Investment Program) with the use of climate change typologies, data can be obtained to take stock of climate change PAPs and their characteristics (i.e. sector, type of delivery, NCCAP alignment, budget). This supports progress tracking of the implementation of the NCCAP, and at the same time contributes to surfacing investment gaps, areas, sectors, and type of action taken by the Government.
Submission
In compliance to DBM-CCC-DILG JMC 2015-01, the submission of the AIP-CCET to the LGU CCET Help Desk shall be use the following Excel format:
Subject: CCET FY [20xx] LGU [City/Municipality/Province] [Type], [Province]
Example: CCET FY 2021 LGU Batangas City, Batangas
You may also submit past AIP-CCET files in contribution to strengthening the CCET database for local governments to inform future policy discussions and decision-making.

To capacitate local governments in tagging climate actions in their Annual Investment Programs, the CCET Help Desk conducted a learning event on 4-6 May 2021, the second quarter of planning and budget calendar, through ZOOM Webinar and Facebook live on climate change, climate action planning, and CCET. This was in adjustment to prevailing COVID-19 community quarantine protocols of the Government. Aimed at local governments, field and regional offices of relevant and interested oversight agencies, and state universities and colleges, the Webinar covered eight essential modules which covered the science and physical bases of climate change; the Rationalized Planning System and entry-points for mainstreaming; the Local Climate Change Action Plan process; CCET and Quality Assurance and Review form; and LGU sharing of experiences on climate mainstreaming in plans and programs.
Resource speakers were invited from the CCC National Panel of Technical Experts, the DILG, and representatives from the local governments of Tagbilaran, Ormoc, and General Santos. Preliminaries were delivered by the Secretary and Commissioners of the CCC and Undersecretary for Local Governments of the DILG. Panel discussions were accomplished in between intervals to allow an exchange of views between participants and resource speakers.
Registered participants were given certificates of training jointly issued by the CCC and DILG to as a measure to drive up attendance and to legitimize the learning as creditable hours of formal learning.

The Local Climate Change Expenditure Tagging Guide primarily aims to provide additional guidance to local government units (LGUs) in preparing their submissions under the CCET based on the Joint Memorandum Circular DBM-CCC-DILG 2015-01. The guide outlines the essential documentary processes in preparing the submission and to aid LGUs in identifying programs, activities, and projects to be tagged, filling out the Annual Investment Program (AIP) form, and submitting the completed AIPs aligned with the Rationalized Planning System. It also provides guidance on generating the data and information requirements by utilizing the available reference documents such as local planning guidelines/manuals and assessments.
